Larry,
I glad you got your parts. You are correct, it doe's sound like the bypass valve is not functioning properly. My parts breakdown show this valve to have a pointed nose or tip that should seat in the pump body when pumping. Under Back-Pressure this valve should colapse inside the brass tube allowing the product to circulate within the pumping unit. I wonder if the tip is missing from your valve. I took a photo and have attached it to this e-mail. Does your valve look aynthing like this one? Were you able to remove the brass tube? You might want to look in the pump housing for the rest of the tip. Let me know what else I can do for you.
